Utah - 4,500 feet
At 4,500 feet above sea level, the Virgin River would flood farther inland inundating the areas of Hurricane, Springdale and Ivins. Lake Powell would be flooding in the Glen Canyon National Park as far north as Hanksville. Ocean waters coming in from Nevada would wash across the northern portion of the state along Interstate 80 flooding the Great Salt Lake, state capital of Salt Lake City, Layton, most of Ogden and Interstate 15. This would stop just shy of breaching Utah Lake to the south.
